The founder and main proponent of the Ghost Corps. He oversees its functions these days at a high level, but doesn't visit Purgatory frequently because he has other sites to visit, as well, and political schmoozing to do. Hawthorne hates politics, but loves results, and will do what it takes to get them. Believes the Ghost Corps is a bigger success than even he had anticipated when he conceived it. Stern, strong willed, not as by the book as he says he is but believes in appearances.

Manning didn't get to where he is by playing nice. He cut in line in front of a lot of his elders to get to the Assistant Director position. He knows it, and so do they. He's a smug bastard who uses the GC for his own personal gain as much as for the country he claims he loves. Being a step lower than Hawthorne, he gets out to visit the facilities more frequently. His visits, however, are usually accompanied by orders which at times serve as personal favors, but are carefully disguised as official business. He has his eyes set on the Director position, and no one is going to get in his way. Sneaky, underhanded, selfish, political, greedy.
GUSTAV HARPER 
TAILOR

NOTES: He's a fabulous fox!
He turned himself in after months of agonizing over it, and was rewarded by one of the cushiest jobs in the Corps. Supers will likely only meet him when he's customizing their uniforms to accommodate their powers, a multi-hour process that involves measurements and veritable grilling over the extent of their known abilities. His work is perfection, and he accepts nothing less. The only time his uniforms fail is when an unforeseen circumstance arises. His power is to instill properties into inanimate objects, limited only by his ability to think of said properties. He also collaborates with a technopath when implants are created for each super so that they respond to that super's power signatures. Meticulous, crafty, takes his job very seriously, more fabulous than the Corps deserves.
ISABELLA SCIUTO

NOTES: She's a changing fox!
Eldest daughter of the Sciuto crime syndicate, sometimes dubbed the Sciuto Mafia, which has long been suspected of utilizing supers for their purposes. It was only recently, after an undercover investigation, that Isabella was discovered as a super, but she is the only one with proof so far. Some of the Romeo team sent to apprehend her were killed in the attempt, as Isabella's family was unwilling to part with her. She was injured and rendered unconscious indefinitely during the arrest attempt, and will be spending the subsequent weeks in the Ghost Corps clinic under 24/7 monitoring and supervision. Her arrest courts disaster for the agencies involved, but how much remains to be seen. She has the ability to shapeshift into any human being she has seen before, power mimicry, and possession (currently unknown by GC staff); a perfect replica for any of the supers in Purgatory.
